Senate Bill 2176 was introduced by Senator Richard Durbin (D-IL) in October 2015. If passed, it would fund pilot programs at colleges and universities wishing to pilot OER programs at their institutions. The introduction of the bill was encouraged by successful programs such as University of Minnesota’s Open Textbook Network, which assists members with access to OER, training, and consulting services.
